Anna Boaden

Before commencing pupillage, Anna was a senior civil servant. She worked at the Parliamentary and Health Service Ombudsman, conducting quasi-judicial investigations and adjudicating a wide range of cases against Government Departments and Health Trusts.

As Deputy Director at the Department for Health and Social Care, Anna worked closely with Government Ministers, providing advice on health regulation and social care during the Covid-19 pandemic, including the development of legislation on vaccine mandation. She also led on significant social care workforce reforms and managed the Government’s relationships with key health regulators.

Immediately prior to pupillage, Anna was Director of Policy, Strategy, and Human Rights Monitoring at the Equality and Human Rights Commission. She led work on a broad spectrum of equality and human rights issues, developing policy on sex and gender, freedom of expression, end-of-life legislation, and the deprivation of liberty and long-term detention of adults with autism and learning disabilities. She has given evidence on human rights to the United Nations in Geneva and to Parliamentary Select Committees.

Anna also has substantial experience working with vulnerable individuals, including adults with learning disabilities and mental health conditions, and has acted as a learning disability advocate in both criminal and family proceedings.
